In advancing reforms in key railway sectors, efforts have focused on transforming railway freight transport into railway logistics. A series of reform measures have been implemented to better align supply with demand in areas such as station-based logistics operations, railway transport and dispatching production modes, pricing and settlement mechanisms, the planning, construction and use of dedicated railway lines, and facilitation of across-track transport. For example, in reforming railway transport and dispatching production modes, CR has developed a “single-bill system” intermodal rail-water transport logistics product. In the first three quarters of this year, a total of 12.778 million TEUs of intermodal rail-water container cargo were transported, representing a year-on-year increase of 16.9 percent. In November, CR-Shenyang operated bulk grain dedicated trains bound for Shandong, shortening transport time by two to three days and significantly reducing overall logistics costs compared with road transport.
